HSEO Restructuring and New Management Team
HSEO has undergone a restructuring since July 2019, and we would like to introduce here the new structure, and colleagues who have newly taken up management roles.
The following is an organization chart of HSEO after the restructuring.
We have already introduced our new Associate Director, Mr Stephen Tsu, in the last issue of Safetywise. In addition to leading Occupational Hygiene and Regulatory Compliance functions, Stephen also heads up our field work and service units as indicated in the organization chart.
Dr May Chan joined HSEO at the beginning of November 2019 as our new Senior Manager (Engineering Safety). Dr Chan majored in Civil Engineering, and is a Chartered Civil Engineer. She received her PhD at Cambridge University, specializing in remediation of soil contaminated by hazardous chemicals. She has over a decade of experience working in international consulting firms, leading major remediation projects involving safe handling of hazardous materials and wastes. Dr Chan will lead our efforts in engineering safety in processes involving different hazardous agents; IT development and applications in health, safety and environment programs; safety training provision; as well as overseeing campus medical services.
One of our current senior managers, Mr Pak Ip, has taken up the role of overseeing operations of Center of Laboratory Supplies (CLS) since June 2019, in addition to his existing duties of leading our radiation safety and laser safety programs. As CLS is responsible for supplying chemical reagents for campus laboratories, and managing common Dangerous Goods stores, we also put chemical waste and radiation waste program under Pak, so as to streamline the overall hazardous chemical acquisition, storage, handling, to wastes management process on campus. Pak's title has been changed to Senior Manager (Hazardous Materials and Radiation Safety) to reflect his new duties.
Mr Sam Tung and Ms Susanne Leung are also current HSEO colleagues, and they have recently been promoted to be our Manager (Field Operation) and Manager (Analytical Service), respectively. Sam is now in charge of our HSE Field Team, which is responsible for delivering core HSE services, including ensuring laboratory and research safety, management of hazardous agents in laboratories and other workplaces, environmental hygiene and emergency response. Susanne heads up our analytical team in the HSEO Lab, which handles analysis of campus environmental and occupational samples, as well as supports teaching and research activities of academic departments and research units.
Mr Percy To, another senior manager of HSEO, has always been in charge of HSE support to HKUST Mainland campuses, including the Guangzhou Campus in planning. Percy also helps support other off-campus activities, such as NAMI and soon-to-be InnoHK research activities in Hong Kong Science and Technology Park. Another task for Percy is to coordinate research project safety management, mainly in the form of research proposal safety review and risk assessment. Percy's new title is Senior Manager (Research Safety and Professional Support).
Whether new or currently serving staff, we are all fully committed to help provide HSE support to all aspects of university operations at CWB or other campuses. We look forward to continuing our close collaboration with all members of the campus community in achieving our common goal!
